However, budgetary requirements remain to be challenging in these trying times of the pandemic where projects are on hold and emphasis focused on combatting disease transmissions. Procurement and budgeting provisions become tight when establishing infrastructure in the case. It is questioned as an essential move or not, yet, food as the main focus of such a proposal becomes unrecognizable.
