The agricultural sector of the City of Cauayan is not just its backbone for great produce. Thus, it is also viewed as an asset to transform naturally made areas into agritourism sites which in a way helpful to attract investors and people around the globe and make feel of comfort and relaxation. While the City streamlines its activities and projects to boost the tourism industry of the place, the unprecedented COVID-19 pandemic hampered the progress of such a plan. Impositions of lockdowns, travel restrictions, commercial establishment closure, and discontinued tourism services posts adverse effects on the ability of the city to maintain economic sufficiency in the place. Either closure or discontinued, people in the City shifted to different business ventures and left the tourism sector with no choice.

To narrow the challenge and consolidate ingenious solutions that are data-driven, the City of Cauayan, DAP, DOST, and AAP pave the way to invite experts, students, and locals in an Open Data Challenge to meet the requirements of boosting the tourism industry and revitalize ways to support livelihoods through clean and reliable data.
