However, the City of Cauayan is experiencing difficulties in extending opportunities from the BPO companies to the students and addressing unemployment. Thus, it poses a challenge that to boost economic confidence in the City, the government needs to support with an action to bring opportunity and workforce closer together to be able to increase revenues and invite more opportunities as well.

With data sets shared by the City of Cauayan, innovative solutions would likely narrow the gap between opportunities and unemployment. The Open Data Challenge is a call for experts, innovators, and locals to come together to gather and come up with clean and reliable data sets that would support building a digital infrastructure that alerts people with job opportunities and other mechanisms that will encourage them to take steps in acquiring a professional post.
